Indicators of building the H-BRB models include rain, wind, fog, frost, disasters and so on. Model data are from January 1, 2017, to August 30, 2018. The case study shows that high-speed line is relatively safer than the existing line. The results of the assessment are compared with the historical records of accidents and failures to verify the effectiveness of the method.
