FINANCING OF RESEARCH AND PRODUCTION PROJECTS OF THE EURASIAN AGRICULTURAL TECHNOLOGY PLATFORM ON THE BASIS OF PUBLIC-PRIVATE PARTNERSHIP

Abstract

the relevance of the research topic is due to the importance (insufficiency) of fi-nancial support for joint research and production projects of the participants of the Eurasian agricul-tural technology platform (hereinafter EATP) and the need to attract additional funds from extra-budgetary sources of the member States of the Eurasian economic Union. In our opinion, the public-private partnership (hereinafter РРР) is an effective tool to expand the funding of science and research of the participants of the EATP. It should be noted that due to the high risks associated with (scientific) innovation in agricul-ture, private entrepreneurs show low activity when investing in these areas. The purpose of this study is to substantiate the conceptual directions of attracting extra-budgetary sources of funding for research and production projects implemented in the agricultural technology platform of the Eurasian economic Union on the basis of public-private partnership and aimed at increasing the availability of advanced scientific achievements for the vast majority of ag-ricultural producers of the Union, regardless of their size and organizational and legal forms of management. The main results of the study are the author's proposals for the financing of cooperative re-search and production projects of the participants of the EATP using the PPP mechanism. The results of the study: the article presents the author's model of financing scientific and in-dustrial projects of the Eurasian agricultural technology platform; considered options for financing the scientific-production projects participants EATP with the participation of the PPP; the author's model of implementation of PPP in financing of scientific and industrial projects EATP with the participation of Eurasian Bank (for example the dairy industry)
