This paper describes a possible basis for a resource control protocol. A protocol consists of a mechanism for information exchange and a format for the information itself. Our proposal uses atomic actions as the information exchange mechanism and defines a possible information structure. This representation, the telecommunication configuration, is the 'data' in the atomic action. Implementing telecommunication configurations is a difficult problem if the algorithm has to cover all cases. This paper shows how artificial intelligence concepts can be used to simplify the problem.
