At the same time, the requirement of its service level and quality is stricter. Virtual Logistics Enterprise (VLE) is becoming the realistic choice for many enterprises. VLE usually meet the partners' selection problems before it is founded. How to choose appropriate partners is an important problem within the VLE. According to some former research results and the characteristic of the logistics enterprise, authors established an evaluating guide system for VLE based on the validity of partners’ combination. The authors also established a two-phase partners' selection model: first selection based on Analytic Hierarchy Process and second selection based on Genetic Simulated Annealing Algorithms. Abstract
