Abstract
In the current era, it is common to use modern technology and equipment, influencing the Earth’s atmosphere, to curb environmental crises, especially climate change problems. Applying and possessing scientific knowledge as well as implementing and mastering it would require countries to cooperate and interact with each other constructively. In this regard, one of the most important principles of international law is shared responsibility which emphasizes the commitment of countries to protect the environment. This principle points out their commitments with respect to the distinct and special role of each country in causing environmental problems and also their technical and economic abilities to tackle such problems. Based on this principle, trying to prevent and mitigate the effects of environmental and climatic problems would require the extensive commitment and cooperation of countries. The aim of the current paper is to emphasize the international responsibilities and commitments of countries and their cooperation to protect the environment and regional climate by using modern equipment and techniques in order to resolve the problems and reduce the possible critical effects, especially in the areas surrounding Iran. This paper is also intended to direct and present an appropriate solution to achieve an international and common mindset regarding the necessity of collaborations to decrease environmental impacts and strengthen the bedrock and will of cooperation in this area at a regional level. Therefore, it would be possible to use modern technologies in order to reduce environmental effects through regional collaborations.
