Data collecting is done by observation, interview, and documentation study. Data Validity is done by triangulation method and resources. Abstract

In optimizing achievement of educational objective, the identification of learning needs become urgent to be conducted, especially for non formal education progam. 九月末,潘大龙干社以学习需求作为组织赋权计划的开端
