The model is very effective in helping decision-makers identify the current stormwater infrastructure conditions, predict the future state, manage the quantity and improve the quality of stormwater runoff in the most cost-effective manner. It helps determine whether a distressed stormwater system is beneficial to be demolished or it would be cost-effective to either repair, rehabilitate or retrofit. Abstract

Most stormwater infrastructures are aging and deteriorating in the United States. The American Society of Civil Engineers (ASCE) announced in its 2021 Report Card for America's Infrastructure that stormwater infrastructure has received a 'D' grade.
