A total of 6 influencing factors are identified that are Uncertainty in Management, Skilled workers, Investment issues, Implementation, Laws & Regulations, and Transparency. After the finalization of influencing factors, Decision Making Trial and Evaluation Laboratory is selected to model them. Based on the results of the study the important factors to be considered before implementing Organizational factors such as laws and regulations, implementation, and uncertainties in management are the most influencing. Abstract
