Abstract

We report a novel enterprise-level technology management architecture led by the Office of Director of National Intelligence to empower the U.S. Intelligence Community (IC) and its partners to more effectively inform technology investment decisions by ensuring that the IC and the private sector are sharing information on intelligence-related research efforts. This framework not only provides our academic and industry partners with an open mechanism for collaborating on the IC's future technical directions, but also provides a rational, traceable, and defensible basis for the IC to engage with less traditional U.S. Government partners—such as the National Science Foundation, the National Aeronautics and Space Administration, and the Department of Health and Human Services—as well as foreign allies.
