To identify investment value of users is the primary task. This paper proposes five indexes to assess the investment value of the users, including the voltage sag level of the grid, the process immunity level of the equipment, the acceptable level of users, the credit of users and the power demand level of users. The comprehensive parameter immunity time curve area is proposed to analyze the immunity of the users’ equipment to voltage sag. The entropy weight method is used to qualify the demand of premium power of users, and the investment value of premium power supply of sensitive users can be depicted based on the coordinate axis.
