Charter of the City of Barnaul: the History of the Development Process, Adoption and Transformation

Abstract

Повышение эффективности местного самоуправления, особенно при его постоянном реформировании, непосредственно связано с правовым и организационным обеспечением этого процесса на федеральном, региональном и муниципальном уровнях. В Конституции РФ закреплен важный принцип — осуществление местного самоуправления с учетом исторических и иных местных традиций. Этот принцип находит отражение и в главном муниципальном правовом акте — уставе самоуправляемой территории. Авторам статьи выпала честь стать непосредственными участниками процесса разработки Устава г. Барнаула на его начальной стадии в советское время, затем в ходе эволюции этой правотворческой деятельности в период работы в Барнаульской городской Думе I–IV созывов (1994–2008 гг.). Целью данной работы является продолжение цикла статей по истории становления и эволюции барнаульского городского самоуправления за 140-летний период. Ее написание приурочено к 25-летию с момента первого вынесения на публичное обсуждение проекта Устава Барнаула в марте 1993 г. Increasing the effectiveness of local government, especially when it is constantly reformed, is directly related to the legal and organizational support of this process at the federal, regional and municipal levels. The Constitution of the Russian Federation establishes an important principle — the exercise of local selfgovernment, taking into account historical and other local traditions. This principle is reflected in the main municipal legal act — the charter of a self-governing territory. The authors of the article were honored to become direct participants in the process of drafting the Charter of Barnaul at its initial stage in the Soviet era, and then during the evolution of this law-making activity during the period of work in the Barnaul City Duma of the I–IV convocations (1994–2008). The aim of this work is to continue the cycle of articles on the history of the formation and evolution of the Barnaul city government over a 140-year period. Its writing is timed to the 25th anniversary of the first public discussion of the Draft Charter of Barnaul in March 1993.
