Algorithms for detecting signs of extremist and terrorist activities using the Internet based on information templates of possible crimes of this type

Abstract

Для обеспечения надлежащей уголовно-правовой защиты граждан, общества и государства от резко возросшей агрессивности организаторов информационных потоков антироссийского содержания в Интернете необходимо обеспечить выполнение соответствующих оперативно-разыскных мероприятий в режиме реального времени. При этом возникает необходимость их обеспечения современными информационными технологиями, сориентированными на решение задач уголовно-правового характера, включая установление в определенной совокупности электронных документов признаков состава конкретного преступления. Чтобы обеспечить разграничение составов преступлений экстремистской направленности и террористического характера, включая призывы к выступлениям против законной государственной власти, рассматривается возможность применения информационных шаблонов различного вида. Обсуждаются особенности алгоритмов обработки потоков электронных документов и иной информации в рамках интерактивных экспертных систем оперативных сотрудников. In order to ensure proper criminal and legal protection of citizens, society and the state from the sharply increased aggressiveness of the organizers of information flows of anti-Russian content on the Internet, it is necessary to ensure the implementation of appropriate operational search measures in real time. At the same time, there is a need to provide them with modern information technologies focused on solving problems of a criminal law nature, including the establishment in a certain set of electronic documents of the elements of a specific crime. In order to ensure the differentiation of extremist and terrorist crimes, including calls for demonstrations against the legitimate state authorities, the possibility of using information templates of various types is being considered. The features of algorithms for processing streams of electronic documents and other information within the framework of interactive expert systems of operational employees are discussed.
