This is why the working out and introducing the vocational standards has become the basic instrument to adjust the employers’ demands and opportunities of high education Institute (HEI). This mainstream direction of activity is considered to be a priority and basic line for the state program documents defining the guideline policy for science and education development. The concept of modernizing the vocational education should cover mechanisms for the realization of social functions, educational institutions, taking into account the global, federal and regional external trends. Abstract

The importance of challenges has been recognized by certain part of education professionals in Russia in the last 25 years. But only few years ago the structural shaping the management of professionalization for on board communications in line with the global trends had been commenced. 俄罗斯车载通信高等教育生态系统面临的挑战
