After the adoption of Federal Law № 172-FZ of June 28, 2014 “On strategic planning in the Russian Federation”, strategic planning became part of the RF public and municipal government system. The emergence of new legislation could not immediately change the attitude of representatives of the authorities and the public to planning, and today we are witnessing a gradual transi‐ tion from the planning principles, conventional since Soviet times, (based primarily on forecasting technologies) to a new type of management thinking in the field of planning.
