The technology made it possible to open dialog channels and monitor conversations in real-time. However, a model capable of supporting and guiding this process is lacking. We present in this article the theoretical basis and the methodological path used to develop a model for the monitoring and evaluation of Public Communication of Science and Technology (PCST) programs, carried out in the digital environment, based on the Theory of Change (TM) approach. Abstract
