Abstract

This article analyzes actions of the Governments, Federal and State of Ceará on behalf of the opening of international market tamed by the category ' business-peddler '. When studying government actions, we identified public politics that contribute so that companies of the state of Ceará obtain competitive advantages. Actions of public and private fostering companies, benefitted by the pioneering of peddler, they opened space for global net in Cabo Verde, archipelago of Portuguese colonization that is in Africa. It was proceeded researches exploratory, analysis of documents of the politics and testimony of a civil servant. It was concluded by the evaluation need and accomplishment of researches to provide larger knowledge of the reality of the ' 'business-peddler'.
