Therefore, Internet Engineering Task Force (IETF) introduced Proxy Mobile IPv6 (PMIPv6) to cope with the IP mobility problem. PMIPv6 is a network-based mobility management where handover does not involve in Layer 3 (L3) handover signaling. It is aimed to give mobility to the users in its domain without changing its IP address. However PMIPv6 introduces high handover latency. This paper proposed an algorithm for hybrid handover threshold for PMIPv6. The handover threshold varies based on user's velocity. The user's velocity is divided into three groups which are slow speed, medium speed and fast speed. Simulations are conducted to analyze the relationship of the handover latency with the user's speed.
