Therefore, this paper formulates a new electricity retail plan design for retailers which helps them to raise the interruptible load resources to participate in the ancillary market. Firstly, this paper designs the interruptible load retail plan to get interruptible load resources. Secondly, considering the bounded-rational behavior of users, the user’s utility function is modeled based on the prospect theory and the logit model. Last but not least, the paper analyzes the cost-effectiveness of electricity retailers participating in the multi-level market and constructs the optimization model of power retail strategy. Abstract
