A Study on the Development Stage of Micro-enterprises in Taiwan and Government Guidance Measures

Abstract

The purpose of this study is to identify the different strategies employed by micro-enterprises supporting the government funding with differing development life cycles. This paper used a multiple-case study method to exploring and understanding the conditions and practical phenomena of the case subjects under actual situations. We selected 56 Taiwanese cases micro-enterprises participating governmental project to analyze the developmental phases of these firms. From the results, we find that micro-enterprises tend to need government guidance in three respects at their different growth stages: commercial community operation; introduction of external resources; and channel and market development. Small businesses have different guidance needs at each stage of the life cycle. Therefore, it is vital for the government to take action and invest in resources that contribute to the development of these small firms. This study advises the government to formulate different strategies for micro-enterprises depending on their operational styles and developmental phases. Resources can then be more efficiently all located to facilitate the firms’ development. 台湾微型企业发展阶段与政府辅导措施之研究
