The use of an explorative, descriptive approach is used because of the nature of research that wants to reveal the phenomenon of the problem. This research needs to explore detail problem in implementation of inclusive education. Various obstacles and challenges still faced by persons with disabilities to be able to enjoy educational opportunities are hindered by the availability of school facilities and infrastructure, the availability of teachers who have the ability to teach students with disabilities, challenges of parents of nondisabled students, deaf and blind students with basic communication skills and abilities read.
