In the paper, we apply such a technique to increase the quality of real-time video streams generated by CCTV (Closed Circuit TeleVision) cameras and transmitted to operators and servers over existing public wireless networks. On one side, the use of public networks reduces CAPEX and OPEX. On the other side, the available capacity of such networks varies over time, since the network shall serve also the traffic of primary customers. In the paper, we develop an analytical model to evaluate the performance of various bitrate selection algorithms.
