Germany, Japan and Italy, having withdrawn from the League of Nations, freed their hands for an aggressive foreign policy. There was no effective mechanism for preventing this aggression in the interwar period. Thus, the United States was influenced by the idea of isolationism, the policies of France and England were inconsistent, the Soviet Union tried to create an alliance with France and England and at the same time was looking for an opportunity to negotiate with Nazi Germany. The collective security system created after the First World War suffered a complete disaster after two decades.
