The growth of production efficiency and cost optimization allows to increase the competitiveness of the enterprise. Personal work with strategic customers creates long-term relationships. After solving organizational issues in the first place goes to work with the markets. The greatest effect is achieved when implementing the cluster model. Increasing the levels of specialization and deversification leads to an increase in the efficiency of the cluster. The presence of strategic partners allows to provide access to the market segment of packaged supplies. \nThe development of new product markets requires constant research and development. Innovative technologies and equipment can improve production efficiency. Access to financial resources allows the company to develop and maintain competitive advantages. The main part of the investment should be the company's own funds. Abstract

The paper presents methodological approaches to the formation of development strategy and scientific and practical results obtained in the Research and production Association “ELSIB” PAO for the period 2000-2022.
