It is pointed out that SEI poses a whole new set of challenging problems in the design of reliable systems. These missions and their corresponding systems are far more complex than current systems. The initiative requires a set of vehicles and systems which must have very high levels of autonomy, reliability, and operability for long periods of time. It is emphasized that to achieve these goals in the face of great complexity, new technologies and organizational techniques will be necessary. It is noted that the key to a good design is good people. Not only must good people be found, but they must be placed in positions appropriate to their skills.
