This study aims to develop a product in the form of a pop-up book media based on the APACIN learning model to improve students' fluent reading skills. This research is classified as development research (R&D) which was developed using the ADDIE model. The subjects involved in this study were two lecturers as a media validation test and material validation test, class teachers, and class students. Data collection is done by using a questionnaire. The data that has been collected were analyzed using qualitative and quantitative descriptive techniques. The results of the study obtained a score of validation values ​​from the experts, the score from the material expert obtained an average value of material expert validation of 94.55% with a very high category and the score from the media validation test obtained an average media validation value of 95.2% very high category. The results of the teacher response questionnaire obtained an average score of 85.2% in the very high category and the average student response validation was 82.9 in the very high category.
