However, the reality in the field shows that the ability of students to read fluently is still low and the lack of media used to help students read fluently. This study aims to develop a product in the form of a pop-up book media based on the APACIN learning model to improve students' fluent reading skills. This research is classified as development research (R&D) which was developed using the ADDIE model. The subjects involved in this study were two lecturers as a media validation test and material validation test, class teachers, and class students. Data collection is done by using a questionnaire. The data that has been collected were analyzed using qualitative and quantitative descriptive techniques. The results of the study obtained a score of validation values from the experts, the score from the material expert obtained an average value of material expert validation of 94.55% with a very high category and the score from the media validation test obtained an average media validation value of 95.2% very high category. The results of the teacher response questionnaire obtained an average score of 85.2% in the very high category and the average student response validation was 82.9 in the very high category.
