Department of Public Administration of Universitas Padjadjaran is conducting collaboration class by employing ICT facilities in the form of video conference with Sungkyungkwan University (SKKU) of South Korea. This activity has been running for about four years, but nevertheless the measure of effectiveness and efficiency level of this activity on student and institution has never been made. To measure this aspect, a tool called Benchmark Indicators (Quality of on the Line-Benchmarks for Success in Internet-Based Long Distance Education, The Institute for Higher Education Policy, 2000) is being utilized. This study uses quantitative approach with 50–60 respondents consisting of lectures and students who have followed long distance learning classes. The result shows that few things must be considered such as the provision of detailed information on activities, the provision of conventional and digital library, a professionally prepared procurement of structured system and hand-out material. Furthermore, the incentives for faculty staffs and also written MoU become parts of results from the analysis that proves to be really important matter for a better implementation in the subsequent class.
