These projections were generated by a computer model developed by the Advanced Research Resources Organization (ARRO) for the FCC's Personal Radio Planning Group (PRPG). The model uses data obtained from a national survey of users and nonusers of CB radio which assessed people's communication needs, perceptions of radio services, radio equipment purchasing behavior, radio use behavior, and lifestyle. The inputs to this model are the public's perception of how well a service can accomodate various communication needs, in comparison with CB radio, and equipment cost.
