Education is still application by changing the pattern of the learning process from face-to-face to online learning, except for inclusive education which is applied to students with special needs. Inclusive education is applied to students who have disabilities, potential intelligence and special talents without being discriminatory. Inclusive education application online experienced obstacles according to the level of understanding of the school and its supervision by the education office.The purpose of this study was to determine the application of inclusive education during the covid 19 pandemic with the online learning process from home. This study uses a qualitative descriptive and quantitative approach to understand the percentage of inclusive education implementation during the COVID-19 pandemic in the Five Elementary School Regions of DKI Jakarta. This study utilizes various strategies and techniques using qualitative data based on interviews with school stakeholders such as school principals, assistant educators and classroom educators. This research was conducted to obtain information about the implementation of inclusive education for students with special needs.
