The process of identifying performance-based flight training objectives and knowledge-based academic objectives is discussed and the approach used to select a set of GETS hardware and software is presented. The use of information on student flow, flying schedules, length of training days, and available facilities to scope and develop the concept are also presented. A description of how all of the above was used to produce a syllabus of instruction is then provided.
