Especially, the regularity of equipment renewal time of coast radio station is not strong, and the possibility of equipment failure is quite different, which brings great challenge to the evaluation of overall operational reliability of coast radio station. This study attempts to identify the factors that can be quantified to establish a communication reliability evaluation model for coast radio station from the perspective of experience of its operation. Sixty-two factors were selected mainly considering the working experience of experts, managers and workers. These were categorized into four types factors: service quality, equipment state, human resources and external evaluation. the analytical hierarchical process (AHP) methodology was used for estimating and ranking the factors.
