This administration modernization (e-government) was initiated following the country's accession to the World Information Society in 2003. IT tools are potentially seen as a means of development (SEN), the malagasy Government, particularly the Department of Civil Service (DCS) has been committed since 2005 to the computerization of the HR management system through the Integrated system of the public human resources management (SIGRHE). This study aims at providing a clearer vision of the e-government landscape in human resources management. It highlights to what extent the main objectives have been achieved. The expected results following the reform include: cleaning up the national file of the public personnel for better decision making, ensuring the payroll management control and improving the quality of public services provided to users.
