Analysis of the Impact of Policies Support on Private Enterprises' Participation in PPP Projects

Abstract

Based on the survey data from middle and small-sized private enterprises, this paper analyzes the impact of policies support on private enterprises' participation in PPP projects. It is found that policies support plays a positive role in enhancing the participation willingness and opportunity of private enterprises. However, the policies support has the preference of enterprise scale and capability in the support of enterprises' participation in PPP projects. Therefore, government's policies supply needs to be further skewed towards the small and medium sized private enterprises, with the aim of enhancing their financing capacity, improving market access.
