Bearing in mind the lack of a systematic and purposeful approach in addressing this issue, practice leads us to find a new, comprehensive and sustainable system of professional development of employees in the public sector. Abstract
One of the key problems faced by public policy makers in the area of public administration reform is the modernization and professionalisation of the public sector.
