Flying balloon operating controls in Egypt between aviation safety requirements and legal liability obligations (An original comparative field stud)

Abstract

The flying balloon has become a recreational air tourism that has imposed itself among the most important sources of tourist attractions in Egypt, and has even reached a stage of spread and expansion, making it the first in the world. There is no doubt that there are a number of factors that made Egypt gain the confidence of the world and put it in a position worthy of it as a destination for tourists due to its moderate atmosphere throughout the year, in addition to the Pharaonic civilization that amazes the hearts of the whole world, all of this helped to occupy the flying balloon activity in Egypt privileged position among the states. The city of Luxor, in southern Egypt, was the headquarters of the flying balloon, due to the city’s typical weather throughout the year that ensures the operation and continuation of the activity on a daily basis that may not be achieved anywhere else in the world. The city of Luxor is one of the wonders of the Egyptian cities because of its beautiful nature and timeless Pharaonic civilization. The levels of air safety that Egypt has reached in operating the flying balloon also had a major role in enhancing the confidence of the world through the Civil Aviation Authority setting special legislation that includes controls and procedures for operating the flying balloon in Egypt according to conditions and requirements that must be achieved in all elements of the flying balloon operating system, which Ensures safe operation of the flying balloon to ensure the safety of passengers and equipment. However, despite taking into account all the factors of air safety in operating the flying balloon, International Journal of Advanced Research on Law and Governance Volume 4, Issue 2, 2022. 214 – 280 215 it is not without some accidents occurring in the world, which necessitates a permanent search to determine the safety levels on a permanent basis and to identify the causes of accidents and work to avoid them. As well as a report of criminal and civil liability towards each breach of safety requirements in operating the flying balloon by the elements of the operating system. This is what we will learn through the proposed research.
