Abstract

To improve emergency management level of Locals, agencies, enterprises, this paper proposed a technology methods of dynamic modeling, analysis and evaluate of safeguard strength on emergency. Furthermore, the framework of implement were structured and verified by a case. The results show that emergency management level can be remarkable enhanced through the implement of structuralization, digitization, Modeling of emergency response plan(ERP).
