IMPLEMENTAÇÃO DAS POLÍTICAS PÚBLICAS DE ASSISTÊNCIA ESTUDANTIL NAS IFES: A PERSPECTIVA DA EFETIVIDADE E SUAS VIRTUDES

Abstract

The research’s goal is to conceive and discuss a perspective of public policy implementation for student assistance in higher education based on the logic of effectiveness. It is considered the implementation process and the challenges of public policies aimed at the permanence of students during undergraduate studies, within the National Program of Student Assistance. The investigation is qualitative, based on documental analysis. The implementation process is presented at multiple levels. When considering both the political level, the organizational and operational levels (front line), the perspective of effective implementation becomes a strategic practice for student assistance policies to be implemented in a holistic way, capitalizing on the engagement of the different actors enrolled with the effectiveness of this process.
