Embedding the 'Make in India' Vision within India's Public Procurement Frameworks

Abstract

This short academic note explores possible improvements to India’s public procurement regulations, in line with international best practices, for fostering domestic manufacturing in India as per the new “Make In India” policy. The note also looks at relevant provisions of the (now lapsed) Public Procurement Bill, 2012, with a view to avoid legal problems while moving forward with some of the important policy frameworks for improving participation of domestic manufacturers and SMEs in India’s public procurement markets.
