Social policy analysis I take to be the study of the organised efforts of society to meet identifiable personal needs of, or social problems presented by, groups or individuals, evaluating them by reference to their adequacy and effectiveness in attaining certain goals, their economy in the use of scarce resources and their consistency with accepted social values.
