The model makes coherence of internal elements of the salary business, provides clear external interfaces, and simplifies the input and output. It makes salary management simple, flexible and efficient, and can adapt to changing salary business. Abstract

The complex organizational structure and personnel structure of Chinese institution units make the salary system very complicated, the salary management very difficult, the management efficiency very low and the ability to adapt to the rapid change also very weak.
