Among the new technologies, non-GSO MSS satellite systems are designed to provide global personal communications by more efficient use of radio frequency spectrum and power and by also taking advantage of the characteristics of orbiting satellites. Abstract

The personal communication system (PCS) is seen as a major gap or discontinuity in telecommunication services and technologies.
