Evaluation standard system based on work breakdown structures is made, which is based on a large data query retrieval and mining analysis. Further the paper sets standard of data query and operation specification, and establishments technology achievements assessment network service platform based on the “Internet plus”. The paper offers an illustration of price of technological achievements evaluation auxiliary to the database related technology market price benchmarking value. Finally, through a large number of practical examples, the feasibility and practicability of the method are proved. Abstract

In view of the facts that the traditional intangible assets value assessment method is not suitable for the evaluation of technical achievement value, the paper proposes a practical value evaluation method combined with the application of its nation characteristics based on big data analysis. 针对传统无形资产价值评估方法不适合技术成果价值评估的问题,本文提出了一种基于大数据分析并结合其国家特点应用的实用价值评估方法。综述了科技成果的特点、评价的决定因素、评价原则及存在的问题。基于大数据查询、检索和挖掘分析,构建了基于工作分解结构的评价标准体系。进一步制定了数据查询标准和操作规范,建立了基于“互联网+”的技术成果评估网络服务平台。本文提出了一种辅助数据库相关技术市场价格基准价值的技术成果价格评价方法。最后,通过大量的实际算例,证明了该方法的可行性和实用性。本文对技术成果的价值评价具有理论和实际的商业管理意义。
