In the proposed method, a two-layered language is used; the STR service specification language and the STR/D supplementary specification language. STR specifies the terminal behavior which can be recognized from outside the telecommunication system. Supplementary specifications are described using STR/D to implement the STR rules. Telecommunication services, such as UPT (Universal Personal Telecommunication), are standardized for provision on a given functional model consisting of functional entities. Abstract
