The law clearly describes the duties and professional functions of teachers along with the standard qualifications that must be met. The division of education affairs between the Central Government and Regional Governments should facilitate teacher management. But the management of teachers is still a classic problem that has not been resolved. Data regarding the attainment of teacher professional competence shows that teacher capability is still far from expectations. Adequate provision of teacher capabilities is a very urgent matter for the government to carry out if it wants teachers to be able to carry out their duties and functions correctly according to what has been mandated by law. This paper will present the problems faced by the government, especially local governments in teacher management.
