On behalf of the organizing members, it is with great pleasure that I welcome you to the 2nd IEEE Global Conference on Consumer Electronics (GCCE 2013) to be held in Tokyo, Japan on October 1-4, 2013, which is one of the IEEE GCCE series since 2012.
