Abstract
This study has been prepared in order to reveal the potential of benefiting from innovative and alternative financing models in order to carry our national Urban Transformation Policy, which is expressed as “the transformation of 6.5 million houses throughout the country in 20 years”, to the implementation dimension without interruption and effectively under economic uncertainty and crisis conditions. In this context, we focused on the stage reached in urban transformation in our country and the opinions and suggestions of the stakeholders involved in this process, directly or indirectly, on the potential of using innovative and alternative models in financing urban transformation. For this, interviews and surveys were conducted throughout the country within the methodological framework developed. According to the findings obtained, while 62% of the institutions implementing urban transformation practice faced difficulties in obtaining financing, at least one of the urban transformation projects initiated by 56% in the last five years was interrupted because the necessary financing could not be obtained. There is a general consensus that this problem will increase further with the impact of the Covid-19 outbreak in the coming period. When these data are evaluated together with the result that only one of every four institutions has knowledge about “innovative and alternative financing models that have the potential to be used in the financing of urban transformation applications”; In order to use these models, it is necessary to increase awareness and competence among implementing actors.
