Abstract
Emergency incidents happen frequently and cause huge loss of both lives and properties. However, in the traditional emergency response cycle, the involvement of human operators and resource dispatchers make bad decisions in some cases and the communications between different departments are in low efficiencies. Thus, Effective and rapid emergency response is very necessary.
