In the Montenegrin legislation, a number of laws were passed that not only adequately protect the status of persons with disabilities, but also integrate a number of stimulating measures for employers that encourage the employment of persons with disabilities. However, the employment of people with disabilities seems to face a number of obstacles. Legislative imperfections become negligible in relation to problems related to the education of persons with disabilities, their agility, and certain problems regarding the willingness of employers to employ them.
