Based on the generalization of approaches to understanding global risks, the concepts of decent work, and sustainable human development, the lack of decent employment is considered one of the manifestations of the crisis in the field of employment, which is characterized by wage stagnation, the growth of unemployment and underemployment, geographical or sectoral mismatches between the demand and supply of labor force etc. The purpose of this article is to study decent employment in Ukraine in the context of global social risks in the field of labor, to identify the main problems that cause a lack of decent employment, the solution of which is necessary to ensure sustainable human development and post-war recovery of the country, to realize the prospects of European integration. The scientific novelty of the study is the substantiation of the methodological approach to the study of decent employment in the context of global social risks in the field of labor based on the analysis of such components as inadequate employment, forced underemployment for economic reasons, and informal employment. To achieve the defined goal, the following research methods are applied: comparative and statistical analysis of data, graphical method of presenting results — for quantitative assessment and research of decent employment; methods of system approach, logical analysis, induction and deduction, generalization and analogy — when substantiating and developing a methodological approach to the study of decent employment in Ukraine in the context of global social risks in the field of labor. On the basis of national data on labor statistics from statistical observations of enterprises, as well as a sample survey of the workforce, the dynamics of inadequate employment, forced underemployment for economic reasons, and informal employment were analyzed, in particular at sectoral and regional levels. Abstract

The article is devoted to the study of decent employment in Ukraine in the context of global social risks in the field of labor. 劳动领域的全球社会风险:乌克兰缺乏体面就业
这篇文章是专门研究体面就业在乌克兰在全球社会风险的背景下,在劳动领域。根据对理解全球风险、体面工作和可持续人类发展概念的方法的概括,体面就业的缺乏被认为是就业领域危机的表现之一,其特点是工资停滞、失业和就业不足的增长、劳动力供求之间的地域或部门不匹配等。本文的目的是在全球社会风险的背景下,研究乌克兰在劳动领域的体面就业,找出导致体面就业缺乏的主要问题,解决这些问题是确保可持续的人类发展和国家战后复苏,实现欧洲一体化前景所必需的。这项研究的科学新颖之处在于,在分析就业不足、因经济原因被迫就业不足和非正式就业等因素的基础上,证实了在劳动力领域全球社会风险背景下研究体面就业的方法论方法。为了实现确定的目标,采用了下列研究方法:对数据进行比较和统计分析,以图表方式展示结果- -用于定量评估和体面就业研究;系统方法,逻辑分析,归纳和演绎,概括和类比的方法-在全球社会风险的背景下,在劳动领域研究乌克兰体面就业的方法。根据对企业的统计观察所得的国家劳工统计数据以及对劳动力的抽样调查,分析了就业不足、因经济原因被迫就业不足和非正式就业的动态,特别是在部门和区域一级。已经确定,造成乌克兰缺乏体面就业的主要问题是:农业、林业和渔业以及提供服务、信息和电信领域的低工资就业不足人数增加;尽管克服了COVID-19大流行的影响,但工业领域的被迫就业不足程度很高,工作时间损失增加;农村妇女、青年和退休年龄的人在进入非正规劳动力市场时缺乏较低层次的选择。
