The lack of knowledge about locations of TV receivers as well as unreliability of the aggregate interference impact estimation caused by large number of White Space Devices (WSDs) accessing the spectrum are reported to be key challenges for the use of TVWS. We propose a novel approach where parameters required for protection of the primary system are calculated for a certain minimal separation distance observance of which for specific inhabited area could be ensured.
