Typhoon, earthquakes, tsunamis and floods have brought great losses to Chinese people’s living property. Therefore, it is imperative to efficiently organize communication links, grasp the situation of the disaster areas in real time, and jointly carry out rescue and disaster relief. However, because the places where natural disasters occur often belong to remote areas, the communication means are relatively backward, especially after the occurrence of large-scale disasters such as earthquakes and floods, the implementation of ground communication equipment has been damaged or cut off, and cannot be used normally. Therefore, it is urgent for a means of communication that can cover extensive and unrestricted areas to implement emergency rescue command. Satellite mobile communication is the most effective wide coverage communication means due to its advantages of stable operation, less interference, flexible networking, independent communication cost and distance, and can provide wide domain coverage not limited by geographical environment. The Tiantong-1 satellite mobile communication system launched in 2016 is the first generation of large-capacity GEO satellite mobile communication system independently built by China. The system uses multi-beam covering our territorial territory, can provide voice, SMS, fax, data and image business, such as resources independent controllable, all-weather service, no communication blind area, transmission reliability, facilities high resistance, and with public network connectivity, suitable for pillar industries and government agencies and other key departments application, unique advantages in emergency rescue command.
